ICD-10 Postponement Appears Likely

Health and Human Services (HHS) Secretary Kathleen G. Sebelius has announced that HHS will initiate a process to postpone the date by which certain healthcare entities have to comply with ICD-10.

The final rule adopting ICD-10 as a standard was published in January 2009 and set a compliance date of October 1, 2013–a delay of two years from the compliance date initially specified in the 2008 proposed rule. HHS will announce a new compliance date moving forward.

“We have heard from many in the provider community who have concerns about the administrative burdens they face in the years ahead,” said Sebelius. "We are committing to work with the provider community to re-examine the pace at which HHS and the nation implement these important improvements to our healthcare system.”

Entities covered under HIPAA will be required to use the ICD-10 diagnostic and procedure codes. This announcement comes on the heels of the Centers for Medicare and Medicaid Services (CMS) Administrator Marilyn Tavenner stating that the CMS will re-examine the ICD-10 timeline through a rulemaking process.

The constant changing and re-vising of Medicare data required is costing the doctors, et al far too much money. Why has no one proposed a moritorium and let everyone get caught up. The constant changes in prices and pay shortages to doctors - then to have it fixed and repaid correctly - then to change it again - is constantly messing up the patient accounting system. Also,a question - if a doctor did NOT complete ERX in 2011 and was allowed $250K by billing Medicare - the 1% penalty will apply - HOWEVER - IF in 2012 the doctors income allowed is $450K - because he works more in 2012 - the 1% is being applied to the larger amount - why would it not be applied to year 2011 ??? seems like a double penalty if he works harder in 2012.. just wondering why?? IF Quality Net did not give the correct info for exemption - what is the case - they say no recourse at all - period - WHY - when it was made so complicated..and if you do not know what to ask- you pay a price. 
 
Seems very unreasonable...
